    • PURPOSE: Provided is a method for producing a highly active cement capable of overcoming a problem associated with the generation of heat of hydration occurring in unmixed concrete. CONSTITUTION: The method comprises the steps of (i) mixing 0.2-0.7 parts by weight(based on F-) of fluorapatite to composition consisting of 80-90 parts by weight of low quality limestone having 1 parts by weight of K2O, 2-5 parts by weight of clay or agalmatolite, 1-3 parts by weight of sulfate material, and 1-3 parts by weight of red mud, (ii) controlling a fineness of the mixed material so that residues having particle size of 88 micron are 15 wt% or less, (iii) baking the mixed material in rotatory furnace at 1450 deg.C, and (iv) crushing the baked material into particles having fineness of 3000-4000 cm¬2/g without adding separate gypsum.
