    • The present invention comprises: a storage part where alkali waste water is stored and which neutralizes the waste water by having a reaction between the alkali waste water and carbon dioxide contained in gas; a gas supply part which supplies the gas containing carbon dioxide to the storage part; a waste water supply part which supplies the alkali waste water to the storage part; a neutralized water discharging part which discharges the neutralized water; and a gas discharging part which discharges the gas from which carbon dioxide is removed. The storage part comprises a dissolution accelerating layer for promoting, by comprising carbonic anhydrase, the dissolution of the carbon dioxide in the gas supplied to the alkali waste water. A method for neutralizing alkali waste water comprises the steps of: supplying the carbon dioxide-containing gas to the apparatus for neutralizing alkali waste water comprising the alkali waste water and carbonic anhydrase; and neutralizing the alkali waste water by having a reaction between the alkali waste water and the carbon dioxide with the carbonic anhydrase in the apparatus for neutralizing alkali waste water. By using the apparatus and method for neutralizing alkali waste water, the use of carbon dioxide and the consumption of electricity can be reduced; and the neutralizing efficiency of the alkali waste water can be increased.

Below the first mouth area (8) an extension section (6) is provided, which adjoins the gas lance (3) and has an opening (7) below the first mouth area (8).
