An accelerating unit (12) is included in a power takeoff (10) of an engine (8) in which a water pump (4) sucking and pumping the firewater to a water nozzle (6) is connected with power, and a foam chemical pump (16) is connected with the power so that the foam chemical of a foam chemical tank (14) is pumped. The foam chemical is mixed with the firewater in a mixing chamber (20) formed on the front end of the water nozzle (6), and a pulse signal of a water rate flowmeter sensor (18) measuring a supply rate of the firewater between the water pump (4) and the mixing chamber (20) and the pulse signal of a mixing rate flowmeter sensor (24) measuring the supply rate of the foam chemical between the foam chemical pump (16) and the mixing chamber (20) are inputted in a mixing system controller (28) and are calculated. The mixing rate flowmeter sensor (24) controls the opening and closing of an active mixing control valve (22) arrange in the front end and control the supply rate of the foam chemical. When the pressure of the foam chemical is higher than the pressure of the firewater, a pressure balancing relief valve (30) is opened so that the foam chemical is bypasses to the foam chemical tank (14).
