An incombustible inner panel comprises an inner panel body(10) formed of a calcium silicate board, an adhesive layer(11) for transfer adhered to one side of the inner panel body, and a transfer film(12) pressed and fused onto the surface of the adhesive layer for transfer. The adhesive layer for transfer is formed on the spray layer after forming a spray layer(13) on the one side of the inner panel body on which the adhesive layer for transfer is to be formed. The incombustible inner panel further comprises a soft urethane paint layer(14) formed on the surface of the inner panel body including the transfer film.
