    • A system for providing a zone base service in a WCDMA network and a method thereof are provided to perform a differential billing process in accordance with position information of a subscriber terminal, service connection information and a subscriber profile. A system for providing a zone base service in a WCDMA network comprises an SGSN(Serving GPRS Support Node,300), a GGSN(Gateway GPRS Support Node,500) and a billing apparatus(600). The SGSN(300) monitors whether a position where a subscriber terminal attempts to connect a packet call is within a zone base service area, and if so, requests generation of packet data protocol context including the information on the zone base service area where the subscriber terminal is located. The GGSN(500) processes billing information including service connection information and the information on the zone base service area wherein the service connection information is for connecting the service to a content providing server which sets up a packet data protocol context session with the subscriber terminal at the request of the SGSN(300). The billing apparatus(600) transmits the billing information to a billing center at the billing process request of the GGSN(500) wherein the billing information including the information on the zone base service area, the service connection information, and the profile information of the subscriber terminal, and the billing center processes the billing by interconnecting the information on the zone base service area, the service connection information, and the profile information of the subscriber terminal with one another.

A mobile contents providing server(110) stores a mobile contents list, which includes at least one of ring-back tone, moving picture, and music list, and mobile contents, receives a mobile contents request from user terminals(160), and counts the number of buyers by using a contents code included in the request. The mobile contents providing server transfers the mobile contents to a multicasting device(120) when the counted number of buyers exceeds a predetermined joint purchase condition. The multicasting device multi-casts the mobile contents list and the mobile contents received from the mobile contents providing server to the user terminals by using a common channel. The multicasting device includes a BM-SC(Broadcast Multicast Service Center)(122), a GGSN(Gateway GPRS(General Packet Radio Service) Support Node)(124) and an SGSN(Serving GPRS Support Node)(126). The SGSN, which is a serving node of GPRS(General Packet Radio Service) transferring a packet transceived from a user's terminal, transfers mobile contents and a mobile contents list to RNC(Radio Network Controller)(130).

The GGSN transmits an access request message for subscriber authentication to an AAA server(S202). In case subscriber authentication is successful, the AAA server transmits an access accept message, including a subscriber profile containing an idle-timeout value, to the GGSN(S203). The GGSN transmits a create PDP context response(request accepted) message to the SGSN(S204). The SGSN transmits an active PDP context accept message to the MS(S205). The GGSN sets the acct-status-type field of an accounting request message to "start" and transmits it to the AAA server(S206). The AAA server, receiving the accounting request message, recognizes the start of accounting and transmits an accounting response message to the GGSN(S207). The GGSN continuously monitors the session of the MS, and confirms whether the MS is in idle mode(S209). If the MS is in idle mode, the GGSN compares the idle time of the MS with the idle-timeout value received from the AAA server(S210). In case that the idle time is larger than the idle-timeout value, the GGSN transmits a delete PDP context message to the SGSN in order to conclude the session of the MS(S211).
