    • An SMS(Short Message Service) MNRF(Mobile station Not Reachable Flag) control system in a mobile communication network and a method thereof are provided to reduce a waste of resources due to unnecessary SMS message transmission attempts to mobile stations located at a shadow area of a CDMA network by enabling an SMSC(SMS Center) to control the MNRF of a dual stack HLR(Home Location Register). An SMS MNRF control system comprises an HLR(240), an SMSC(250) and a CDMA MSC(260). The HLR provides the location information of a DBDM(Dual Band Dual Mode) terminal which supports the roaming between a WCDMA network and a CDMA network, and sets up or releases an MNRF, an indicator indicating whether the DBDM terminal is ready to receive an SMS message, according to the reception standby state of the DBDM terminal. The SMSC creates and forwards an SMS message according to an SMS message transmission request, and makes an MNRF setup/release request according to whether the DBDM terminal is ready to receive an SMS message. The CDMA MSC forwards an SMS message to the DBDM terminal according an SMS message transmission request from the SMSC, judges whether the DBDM terminal is ready to receive an SMS message, and informs the SMSC of it. If a message indicating that the DBDM terminal is ready to receive an SMS message is received from the CDMA MSC, the SMSC requests the HLR to release the MNRF.

    • A system for providing a zone base service in a WCDMA network and a method thereof are provided to perform a differential billing process in accordance with position information of a subscriber terminal, service connection information and a subscriber profile. A system for providing a zone base service in a WCDMA network comprises an SGSN(Serving GPRS Support Node,300), a GGSN(Gateway GPRS Support Node,500) and a billing apparatus(600). The SGSN(300) monitors whether a position where a subscriber terminal attempts to connect a packet call is within a zone base service area, and if so, requests generation of packet data protocol context including the information on the zone base service area where the subscriber terminal is located. The GGSN(500) processes billing information including service connection information and the information on the zone base service area wherein the service connection information is for connecting the service to a content providing server which sets up a packet data protocol context session with the subscriber terminal at the request of the SGSN(300). The billing apparatus(600) transmits the billing information to a billing center at the billing process request of the GGSN(500) wherein the billing information including the information on the zone base service area, the service connection information, and the profile information of the subscriber terminal, and the billing center processes the billing by interconnecting the information on the zone base service area, the service connection information, and the profile information of the subscriber terminal with one another.

The HLR(500) judges whether the SGSN(300) and the MSC(400) are located in an area contained in the subscriber terminal's zone list.
