The upper jig has a forming hole forming the upper end of the body of a sleeve(30). The lower jig has a forming hole(4a) forming a gear. The support member supports the lower part of the lower jig. The drawing pipe is inserted into the inside of the lower jig. The hexagonal hole forming pin is assembled inside the lower jig to form the hexagonal hole inside the sleeve body. The hexagonal hole forming pin is supported by the pin support member.
