A potential energy restoring device for the hydraulic cylinder comprises an electric motor(50) driven according to the control signal input from outside, a fixed hydraulic pump(51) which is driven while being connected to the electric motor, a hydraulic cylinder(54) which is expanded and contracted by the working fluid discharged according to the rotational direction and speed of the electric motor from the hydraulic pump, a direction selecting valve(56) feeding back the working fluid from the hydraulic cylinder to the pressure-oil tank, a divergence valve(57) in which the inside spool is switched with the control signal input from outside in case the load of the hydraulic cylinder is descended, a hydraulic motor(58) driven by the working fluid fed back through the divergence valve from the hydraulic cylinder, a generator(59) axis-connected in the hydraulic motor, a converter(60) converting the electrical energy generated by the generator through the hydraulic motor into the direct current, a battery(61) charging the direct current transformed with converter, a main controller(ECU) outputting the control signal in order to run the converter, the divergence valve and the electric motor according to the signal input from outside.
