In this case, flow control valves(4,9) arranged in the course of the gas passage(3) for the dehydrating reaction and the inert gas passage(8) are connected to a flow rate control circuit(7) and the motor(19) is connected to a lowering speed control circuit(20). The heating source(13) is connected to a temperature control circuit(15).
