An inner tube(4) including the first and the second coupling unit by inserting concrete into the inside of the outer tube and by rotating the outer tube. The first and the second coupling unit is existed at the both ends of a tube(P1,P2) by separating from the first and the second sealing cap.

Stiffening members(6) are placed at constant intervals, and wound around the outer surface of the inner pipe. The nonwoven fabric is wound around the upper part of the stiffening member. An outer pipe is formed by flatly processing the outer surface of the wound nonwoven fabric. The fluid transfer pipes consisting of the inner and outer pipes are cut at the constant interval.

The process of flattening is performed by a plurality of rollers installed on the outer side of the mold.
