    • An apparatus and a method for detecting a vehicle speed are provided to collect road information based on a position tracking system of a portable phone without high-priced devices such as a specific vehicle or a CCTV in order to perform the road information collection. A GPS coordinate is calculated with respect to a target road based on preset geographical information if information for the target road is input. Information about base stations(BSs), which manage portable phones belonging to a area including the target road, are selected. Portable phones passing through the selected BSs are selected. Position information of the portable phones is analyzed, and GPS coordinates of an area, in which the portable phones are positioned, are calculated. The GPS coordinate of the target road is compared with the GPS coordinate of the portable phone, thereby identifying portable phones existing in a GPS area of the target road. Information about the position of portable phones is read and stored with a predetermined time interval. The position information of the portable phones is analyzed, thereby determining movement information according to portable phones. The movement information according to the portable phones is analyzed, thereby identifying portable phones of passengers in a driving vehicle. The average movement speed of the identified portable phones is calculated based on the movement information according to portable phones. The average driving speed of the target road is calculated based on the average movement speed of the portable phones.
