The inferior failure processing blocks receive a plurality of messages from RNC systems or BTS systems(340). If the messages are failure messages, the inferior failure processing blocks read alarm generation inhibition data(350,360). If the failure data is alarm generation inhibition data, the inferior failure processing blocks collect failures of a system corresponding to the failure data(370,380). If not, the inferior failure processing blocks transmit a failure message to the superior failure processing block(390). The inferior failure processing blocks confirm whether the received messages are alarm generation restraint data change messages(400). If so, the inferior failure processing blocks change the alarm data to be stored in each memory(410). The deliveryman receives a commodity form the transmitting client(S216). The deliveryman checks a position of a receiving client using the two-way PDA, and visits the receiving client(S218). If the commodity is delivered completely, the deliveryman informs one's position using the two-way PDA(S220).
