A plate 57 is mounted on the top surface of the clamping driving axis 30, the plate 57 and the disc 53 are connected together by a link 58 and when the sandwiching side contact shoe 6a and the sandwiched side contact shoe 6b reach a completely closed position, driving a clamping power supply 31 is driven by a control part 40 so as to turn the clamping driving axis 30 so as to clamp the sandwiching contact shoe 6a by means of a clamp 22.
