SOLUTION: According to this method of laying the deep layer water intake pipe 2 along the sea bottom surface 1, the water stop lid 3 is mounted at an intake hole 2a provided at the tip of the pipe 2 using a fastening means which prevents the lid from slipping off in the shallow water region, and after laying the pipe 2 till the intake depth for deep layer water in the condition that inside the pipe 2 remains dry, the intra-pipe pressure at the tip of the pipe 2 is made higher than the external water pressure at the water intake depth, followed by separation of the lid 3 so that it is possible to take in the deep layer water. SOLUTION: A driving mechanism comprises two similar gears 7, 8 which is disposed on axes of symmetry with respect to a vertical center line ZZ of a rod 3 provided with a piston and rotate in opposite directions by engaging each other, and operating units 10, 11 connected with at least one of the gears 7 to drive the gear for rotation. The driving mechanism further comprises two similar connecting rods 12, 13 connected between the top part of the rod 3 and respective joints 71, 81 supported on each gear at symmetrical positions and driven by symmetrical motion with respect to the line ZZ of the rod 3 to guide and drive the rod 3 and the piston.
