    • PROBLEM TO BE SOLVED: To provide a roadbed material which combines a strength and elution inhibition of heavy-metals by using cement and a black liquor generated from a digestion step of a kraft pulp manufacturing step for combustion ash that is industrial waste, and a manufacturing method thereof.SOLUTION: A roadbed material is obtained by adding a black liquor generated from a kraft pulp manufacturing step to combustion ash and cement.
