A locking device 10 is attached to an operating handle cover that covers an unloading bottom valve operating handle provided at the upside of a tank chamber of a tank truck. The unloading bottom valve operating handle has a lid that opens and shuts with a hinge, and the bottom valve operating handle cannot be operated unless the lid is removed. Thereby, occurrence of mixing of liquid is prevented.

An oil feed pipe 10 is a double pipe consisting of an inner pipe and an outer pipe. The inner pipe comprises an insertion pipe 10A whose upper part is fixed to the inner-shell tank 7A, a flexible pipe 10B connected with the insertion pipe 10A, a laterally-laid pipe 10C connected to the flexible pipe 10B, and a flexible pipe 10D connecting the laterally-laid pipe 10C and the suction pipe of a pump 14. The outer pipe, on the other hand, comprises a cover pipe 10E covering the peripheries of the flexible pipes 10B and 10D and laterally-laid pipe 10C.
