    • PROBLEM TO BE SOLVED: To reduce minus drag by acting plus drag/lift on a rotor to the maximum even under a low and middle wind speed condition; to reduce the weight of the whole of the rotor; to provide a stable structure of a wing and the rotor while achieving increase of the plus drag/lift and the reduction of the weight at the same time; and to reduce the material cost of a wing, a rotor and a supporting material, a manufacturing cost, the total equipment cost, a transportation cost, and a maintenance cost. SOLUTION: At least one closed wing constituted by a substantially ring-shaped blade 1 having a bent portion on an outer side of a surface in a pitch length direction and a small curve cross section on an outer side of a surface in a pitch width direction on the prescribed position, is provided on a rotating shaft 3 through a hub 2.
