    • PROBLEM TO BE SOLVED: To obtain a vehicle occupant restraining device capable of minimizing force when a seated occupant receives the force by inertial movement, while suppressing an oppressive feeling caused to the seated occupant under normal conditions.SOLUTION: A vehicle occupant restraining device 10 includes: a lap bar 22 which is arranged along a vehicle-width direction while being away to the front side of the vehicle with respect to the abdominal regions of the sitting occupant P on a vehicle seat 11 in an ordinary use position; an actuator 28 which drives the lap bar 22 to the rear of the vehicle from the ordinary use position by actuation; a frontal-collision airbag 40 which is provided in the lap bar 22 and which is unfolded between the upper body of the sitting occupant P and a steering wheel 48 or an instrument panel 46 by being supplied with gas; an inflator which supplies the gas to the frontal-collision airbag 40 by actuation; and an occupant protection ECU which brings the actuator 28 into operation when predicting the frontal collision of the vehicle, and which brings the inflator into operation when detecting the frontal collision of the vehicle.
