A tumbler provided at a position corresponding to the cut out portion recedes from an outer periphery of the rotor without engaging with the inner groove of the inserted key plate. If an incorrect key without the cut out portion is inserted, the tumbler engages with the inner groove and the rotor is locked. Consequently, presence or absence of the cut out portion can be used as key pattern combinations which does not cause malfunction among them.
