      SOLUTION: The movable mirror 441 serves as a deflector which is supported by a torsional beam as a rotary shaft and is constituted so as to deflect an optical beam emitted from a light source and scan an area to be scanned. The movable mirror 441 is controlled by a driving circuit and vibrates in a reciprocating manner by periodical application of a rotational torque. The driving circuit is disposed on a circuit board 453. The movable mirror 441 is integrally supported by the circuit board 453. The direction of a mirror surface of the movable mirror 441 is decided on a contact plane orthogonal to the torsional beam by using a reference hole 455 and a sub-reference hole 456 as positioning reference.
