    • PROBLEM TO BE SOLVED: To provide a winding mechanism for a waste paper recycling device, capable of sequentially replacing a wound-up paper roll with a paper roll to be wound next and making waste paper conveyed into the paper roll without wasting manufacturing time, and to provide the waste paper recycling device.SOLUTION: The winding mechanism used for the waste paper recycling device to recycle shredded document waste into a toilet paper roll includes a rotation shaft member, a frame member which is attached to the rotation shaft member and pivotally supported in a vertically rotatable manner, and two winding shaft members each of which is rotatably attached in parallel while being perpendicular to the frame member. One of the winding shaft members is positioned at the paper-winding side for winding the paper, and the other of the winding shaft members is positioned at the paper-roll-discharging side for discharging the wound-up paper roll, so that the positions of the winding shaft members are alternately replaceable.
