A microcomputer of the controller 6 obtains the water temperature of engine cooling water from a sensor signal outputted by a water temperature sensor 72, to compute the target combustion quantity, determines the fuel supply capacity of the fuel pump 5 from the target combustion quantity and further determines applied voltage to an air motor 42 from the target combustion quantity and an opening signal outputted by the exhaust path selecting device 3.
