Next, an emphasis extracting part 203 extracts the emphasizing elements emphasizing the edge parts, for the image signals to which the gradation conversion has been applied, by extracting higher frequency elements generating at edges of characters and/or patches while removing lower frequency elements generating at flat part of the patch. Then an emphasis conversion part 204 converts the obtained emphasis of the edges based on their size.
