    • PROBLEM TO BE SOLVED: To provide a light permeable organic electroluminescent element, a luminaire, and a method for manufacturing the organic electroluminescent element.SOLUTION: According to en embodiment, an organic electroluminescent element comprising a first electrode, a second electrode, an organic light-emitting layer, an uneven layer, and a flattened layer is provided. The first electrode has a first principal plane and a second principal plane on the opposite side of the first principal plane. The first electrode has light permeability. The second electrode is opposed to part of the first principal plane. The organic light-emitting layer is formed between the first and the second electrodes. The uneven layer has a third principal plane opposed to the second principal plane and a fourth principal plane on the opposite side of the third principal plane. The uneven layer has a rugged surface formed on the fourth principal plane. The flattened layer is formed in a portion of the fourth principal plane not overlapping the second electrode as viewed in a first direction perpendicular to the first principal plane, filling up a rugged surface to flatten it.
