The decrypted digital broadcasting content is reencrypted by an encryption key of 128-bit length which is obtained by combining an extended encryption key Kx provided from a license server 326 and having 64-bit length and more and the scramble key Ks of 64-bit length, the ECM is multiplexed with the reencrypted content and the multiplexed content is distributed to the receiving side through the IP network. Further, the extended encryption key Kx is transmitted to the receiving side through a route different from the distribution route of the content.
