The transmission control section reads out from the license storage section a license authentication code corresponding to a telephone terminal whose terminal ID has been matched by the license authentication section, and transmits to the telephone terminal the license authentication code with check information added for checking that the code is valid. The registration control section stores the terminal ID and the license authentication code associatively in a management table or rejects such storage in the management table on the basis of the check information attached to the license authentication code.
