SOLUTION: On power source lines 21A and 21B connected to a power source input terminal T1, a signal suppression filter 22 for suppressing high-frequency signals included in a power source voltage and a signal separation filter 23 for hindering the transmission of the high-frequency signal are provided in series while a high-frequency signal included in the source voltage is outputted from signal output terminals T3 to T5, the source voltage being across a power source output terminal T2 and the separation filter 23. The high-frequency signal from a power source can be blocked by the suppression filter 22 and by the separation filter 23, making it possible to remove the effect of power source noise on a measurement system. Since the separation filter 23, positioned between the suppression filter 22 and the output terminal T2, hinders a high-frequency signal occurring in an apparatus 3 under measurement from being absorbed by the suppression filter 22, a signal detection level at the output terminals T3 to T5 can be prevented from lowering.       SOLUTION: A coupler circuit 40 is connected through a balance improving circuit 2 to lines 1L and 1N of a power line communication line 1. The balance improving circuit 2 is provided with a transformer 10 and high-pass filters 21 and 22. The transformer 10 is provided with coils 11 and 12 connected to each other with the same number of turns. One end of the coil 11 is connected through the high-pass filter 21 to the line 1L, and one end of the coil 12 is connected through the high-pass filter 22 to the line 1N. The coupler circuit 40 is provided with a coil 41 to which an unbalance signal is inputted and a coil 42 connected to the coil 41.
