Frictional coefficients between the road surface and the tires provided on the plurality of wheels, respectively, are estimated per wheel by a four wheel road surface μ estimating means 20 on the basis of the respective detected wheel speeds of the plurality of wheels. The frictional coefficient between the road surface and the tires of the vehicle as a whole is determined by a road surface μ determining means 40 on the basis of the determined plurality of frictional coefficients.
