摘要： PROBLEM TO BE SOLVED: To provide a method for forming hydrophilic coating of highly hydrophilizing the surface of a base material and a coating composition used for operating the method. SOLUTION: The coating composition contains a film forming element of forming a coating film of a silicone resin accompanied with curing and particles of a photocatalyst dispersed in the film forming element. When the photocatalyst is photo-excited after the coating film of the silicone resin is formed by applying the coating composition on the base material and curing, an organic group bonded to a silicon atom in the silicone molecule on the surface of the coating film is replaced by a hydroxy group in the presence of water by the photocatalytic action to highly hydrophilize the surface of the coating film. 摘要： PROBLEM TO BE SOLVED: To make it difficult to stain the substrate surface of a structure body of a railway car and make it easy to clean the surface by forming a top coat layer which comprises a photo-semiconductive layer and of which the surface is made to have a specified value of water wettability corresponding to photo-excitation by irradiation with light rays with the wavelength to excite photo-semiconductive oxides or shorter. SOLUTION: A layer containing a photo-semiconductive layer is formed on a substrate surface of a railway car either directly or through a base coat layer and a top coat layer of which the surface is made to have wettability to water 10-degrees or lower based on the contact angle to water responding to photo-excitation by light irradiation is further formed. At that time, the level of the lower end of the conduction band energy of the photo-semiconductor is made to be a positive value in the case the hydrogen production level is set to be 0eV or a substance to inhibit the photolytic redox reaction of the photo-semiconductor is added to the photosemiconductive layer, so that the photo-semiconductive layer is changed to be hydrophilic responding to photo-excitation by irradiation with light rays having wavelength to excite the photo semiconductor or shorter at 1mW/cm illuminance or lower. In this surface layer, part of the photocatalyst particle is held to be embedded in the glaze layer, and by radiating a UV-ray or the like from a light source to the surface layer, the surface layer is provided with hydrophilic property to form a thin water film. By oxidation-reduction reaction of the photocatalyst particle, therefore, dirt, or the like can be decomposed, thereby tableware which can be extremely easily cleaned, which provides no sense of incongruity, and of which surface layer is hard to be peeled can be realized.

If necessary, a light source for radiating ultraviolet rays to a bowl surface of the toilet is set to quickly restore hydrophilicity, and an operation time is so used that ultraviolet rays can be applied in a specific time.

In a preferred embodiment, this fiber has the surface layer containing the above-stated photosemiconductor and an amorphous silica and the surface becomes hydrophilic, when radiated with light excited by the photosemiconductor.
