摘要： PROBLEM TO BE SOLVED: To effectively utilize the recording capacity of a memory, while compressing a reproduced image without extremely degrading its image quality by setting data compressibility, based on the activity value of an entire picture, determining the code amount of the entire image and determining the amount of codes to be allocated in proportion to the activity value calculated for each divided block in this range. SOLUTION: A sub-block dividing circuit 228c divides one image into plural blocks, and an activity calculator 228i calculates the value of activity digitizing the complexity degree of an image for each divided block and the activity value of the entire image. Based on this activity value of the entire image, a mode setter 228i sets data compression rate. A CPU 221 determines the code amount of the entire image and determines the amount of codes to be allocated to each block, in proportion to the activity value calculated for each divided block within the range of this determined code amount of the entire image.

Consequently, vibration during the standby period can be suppressed to be smaller than ever, and power consumption can be reduced. Moreover, the average access time at the time of the sixfold speed reproducing mode can be shortened by this CD-ROM device.
