Then an operating procedureevaluating part 7 excludes the ineffective operating procedure candidates and defines the remaining procedure as the final necessary operating procedure to send it to an operating procedure display part 8. Thus it is possible to properly show those necessary operating procedures to the operator in the order of higher degrees of importance.

The restriction conditions for the period of the test are determined by the periodic test history read in from the plant process data base 2. Two kinds of such processing are executed in parallel. The optimum test date which uniformizes operators' load to avoid concentration of the load on the operators for operation control and testing work with time is determined by the optimization conditions read in the data on the periodic test of the determined term from the data base 1. The plan for the periodic test is thus made out.

If a difference exists, the factor of the transient phenomenon is displayed with lighting on an alarm display device 7 as long as said phenomenon is due to a fault. While the device 6 compares the estimated values of primary parameters such as the neutron flux, furnace core flow rate, etc. with each other, When no difference is detected, a reference value changing device 9 changes the reference value within a reference value preserving device.
