SOLUTION: At each step of lines of shift registers in a video signal line drive circuit or a scanning line drive circuit, a first, second, and third shift registers 11-13 operate in parallel, and a majority decision is made on their outputs by majority circuits 14-17. Therefore, even if a defect occurs in one of the shift registers and its operation stopped, a normal shift pulse is transmitted to the next stage to allow the shift register lines to operate normally.
