      SOLUTION: The cryptographic device includes: a cryptographic-key controller 206 controlling a cryptographic key at a value updated at every fixed time together with a terminal device 1 as an object of a cryptographic communication; and a receiver 203 receiving specified data encrypted on the basis of the cryptographic key managed by the terminal device 1. The cryptographic device further includes a common-key transmitter 203 decoding the specified data received and encrypted by the receiver 203, obtaining a difference between the values of the cryptographic key managed by the terminal device 1 and the cryptographic key managed by the cryptographic-key controller 206, correcting the cryptographic key managed by the cryptographic-key controller 206 on the basis of the difference, generating a common key used in common with the terminal device 1 and encrypting the common key on the basis of the corrected cryptographic key and then transmitting the encrypted common key to the terminal device 1.

Thus, estimation is so performed that the deviation from the transcendental OD table is minimum on the restrictive condition that elements of the OD table are integers.
