    • PROBLEM TO BE SOLVED: To diagnose and evaluate a waterproof capacity (deterioration degree) over a wide range in a non-destuctive manner directly, quantitatively, and inexpensively only by temporarily providing an electrode merely without applying a large-scaled device to the rooftop waterproof layer of an established or existing building. SOLUTION: A large number of electrodes are temporarily provided and arranged on the rooftop waterproof layer of the building through a conductor layer and used to calculate electric characteristics to evaluate the deterioration degree of the waterproof layer from the correlation with water permeability. Typically, an arbitrary one internal current electrode among a large number of electrodes is set to an internal current electrode and one separate electrode is set to a reference electrode and a plurality of electrodes on a measuring line containing the reference electrode are set as measuring electrodes. An external current electrode is installed on the main body of the building to feed a current across the current electrodes and the potential difference between the reference electrode and the measuring electrode is measured to calculate distance potential attenuation characteristics and the degree of the deterioration in the vicinity of a measuring region is evaluated from the correlation with water permeability.     • PROBLEM TO BE SOLVED: To provide a hydraulic device capable of preventing shearing of hydraulic oil to reduce a deterioration speed of the hydraulic oil used in the hydraulic device.SOLUTION: A hydraulic device includes: a drain conduit 10 for returning some hydraulic oil to a tank 2 so that a pressure in a discharge conduit 5 is maintained as a predetermined pressure when a hydraulic pump 3 is at a minimum flow rate; and a minimum-flow-rate security conduit 20 for returning some hydraulic oil to the tank 2 while a pressure of the hydraulic oil discharged from the hydraulic pump 3 in the discharge conduit 5 is maintained as a predetermined pressure. The device is configured so that: the drain conduit 10 and the minimum-flow-rate security conduit 20 include flow-rate control means 12 and 22 for controlling flow rates in the conduits of the hydraulic oil; the flow-rate control means 12 and 22 have outer cylinders arranged on inner surfaces of conduits and inner cylinders forming annular openings between the outer cylinders and the inner cylinders and arranged on the axis of the outer cylinders; and some hydraulic oil is returned from the upstream side at high pressure to the tank 2 at the downstream side at low pressure in the opening.

    • PURPOSE:To enable the sufficient suppression of coupled vibration of a pipeline and in its turn prevent the soundness of the pipeline from being impaired by constraining the external wall of the pipeline by a cylindrical vibration damping member, and forming the axial length of the cylindrical vibration damping member to be longer than the wavelength of the axial mode of the coupled vibration. CONSTITUTION:The coupled vibration of the vibration mode of a pipeline wall and higher-order acoustic mode of a fluid in a pipeline has circumferential, radial and axial modes. Out of these modes, the circumferential and radial modes are suppresed by constraining the external wall of the pipeline 3 by a cylindrical vibration damping member 10. On the other hand, the wavelength of the axial mode has a characteristic uniquely determined by the diameter and length of the pipeline 3 and the acoustic velocity of the fluid. The axial mode can be therefore suppressed sufficiently if the axial length of the cylindrical vibration damping member 10 is formed longer than the wavelength of the axial mode of the coupled vibration.
