CONSTITUTION:Measuring information such as voltage, current, active power, reactive power, power flow, opened and closed state of breaker and disconnector, and tapping position of a transformer is detected from an electric system 1. An information transmission device 2-1 transmits an inputted information via transmission path 3 to an information transmission device 2-2 on the center side and inputs said information to an electronic computer 4. Said electronic computer 4 forecasts the state of said electric system after several minutes or several hours on the basis of present and past data to obtain voltage stability data. When instability is forecast, the regulated time and regulated quantity for avoiding said instability are obtained and computing results are displayed on a man-machine interface. Thus, the monitoring and operation of high quality of the electric system is conducted by an operator.

An inference mechanism 13 selectively controls knowledge necessary for the control knowledge 141 of a knowledge base part 14. In the initial processing, the input data are judged, weekday reference forecasting knowledge 142 or specific day reference forecasting knowledge 143 is selected in accordance with a weekday or a specific day on the forecasting day and selects a forecasting system based upon the selected knowledge. Then, forecasting value calculating processing is executed based upon the selected forecasting system. The forecasting value calculating processing calculates the post data stored in an actual data part 12 based upon the selected forecasting value calculating processing. When necessary, the forecasted value is corrected by correction knowledge held by forecasted value correcting knowledge 144. Finally, the forecasted value is evaluated by evaluation knowledge 145.
