The second reinforcing fibers 2 are spirally wound around the first reinforcing fibers 1 at an arbitrary pitch to bundle the first reinforcing fibers. Pressure at a time of winding is pref. 1kg/cm or more. A thermosetting matrix resin component is added to the first reinforcing fiber layer but may not be added to the second reinforcing fiber layer.

As fullerene is scattered, the fullerene is recovered from the soot accumulated in a soot receiver 5 surrounding the counter electrode 4.
