SOLUTION: The instrument for packaging comprises: an outer cylindrical member which has a cylindrical shape one end of which is closed to form a bottom shape, and the other end of which is opened; and an inner cylindrical member being the other cylindrical member which has a cylindrical shape with the same cross-sectional shape one end of which is closed to form a bottom shape, and the other end of which is opened, and whose diameter is smaller than that of the outer cylindrical member. Both the cylindrical members can be fitted with each other by inserting the inner cylindrical member into the opening of the outer cylindrical member from the opening side, and a through-hole is formed at the bottom-shaped part of the outer cylindrical member or the inner cylindrical member or a structure through which the through-hole is easily formed is provided.
