    • PROBLEM TO BE SOLVED: To provide a starting method of fuel cell stack capable of efficiently preheating and rapidly starting the fuel cell, and a fuel cell system.
      SOLUTION: The fuel cell system is provided with a fuel reformer 30 which generates a reformed gas containing hydrogen by reforming fuel and exhausts a waste gas by being supplied with thermal energy for producing the reformed gas, a fuel cell stack 10 which generates power by oxidizing electrochemically the hydrogen contained in the reformed gas, operates in high temperature and does not require humidification from the outside, a preheating device 20 which is coupled to the fuel cell device and preheats the fuel cell stack by using conduction heat, a temperature sensor 51 which detects the temperature of the fuel cell stack, and a control device 50 which, when the temperature of the fuel cell stack detected by the temperature sensor is a reference temperature or more, stops operation of the preheating device and supplies the waste gas to the fuel cell, and additionally preheats the fuel cell stack.
