    • PROBLEM TO BE SOLVED: To provide an oil-in-water emulsified cosmetic in which transparency or translucency can be maintained by stabilizing a system in which a di-long-chain cationic surfactant is blended, and which can be simply manufactured by a means such as mixing and stirring, regardless of the method of high pressure emulsification or the like.SOLUTION: This transparent or translucent oil-in-water emulsified cosmetic contains (A) 0.1-2 mass% of the di-long-chain cationic surfactant, (B) 0.1-2 mass% of a nonionic surfactant having HLB of 10-18, (C) 0.01-2 mass% of an oil which is liquid at room temperature (25°C), (D) 1-20 mass% of glycols, and (E) water, wherein the blending amount of the (C) component is not more than 0.65 (mass ratio) to the total blending amount of the (A) component and the (B) component. Further, menthol and/or camphor may be contained.

The leave-on type cosmetic comprises the skin care preparation composition for external use. The epidermal cell growth promotion method comprises applying an skin care preparation composition containing ADP and a xanthine derivative to the skin surface. In the method, the skin care preparation composition for external use contains 0.01-100 mM of ADP and 0.0005-5 mass% of a xanthine derivative.
