摘要： PROBLEM TO BE SOLVED: To secure a channel for a security terminal to connect to a monitoring center, while using all B channels at a customer home terminal. SOLUTION: This forced line connecting device 18 is provided between an ISDN exchange 13 and a customer home DSU 14 and a security terminal 20 is connected to the device 18. When the terminal 20 detects emergency and while customer home terminals 15a and 15b use the whole channels, the main control part 18e of the device 18 interrupts an RR monitor frame in the process of being exchanged halfway, logically releases one of the B channels and establishes communication between the terminal 20 and a monitoring center 10. The part 18e also logically releases one of the B channels by respectively transmitting a disconnection message to the customer home terminals and the exchange 12.

A line connector 24 in a store 12 detects call setting of a monitoring center 10 from the caller ID of call setting and when all the B channels are busy, the connector 24 forcedly releases at least one of the B channels. After the forced release, call setting from the security terminal 26 is received and communication with the center 10 is performed.
