SOLUTION: Powdered waste paper 4 is loaded from a waste paper loading port 2 and fed to a waste paper storage tank 5 by the pushing pressure of a blower 3 provided under a waste paper storage tank 1. Simultaneously, another blower 6 is started the sucking. When a prescribed quantity of powdered waste paper 4 is accumulated in the waste storage tank 5, a shutter 9 is opened to drop the powdered waste paper 4 into a waste paper loading tank 8. The powdered waste paper 4 is injected into an extruder 12 by a screw of a carrier pipe 11. Then, if a detector 10 detects that the filter 13 is clogged so as to reduce the suction force of the blower 6, the sucking operation by the both blowers 3, 2 are once stopped and inversely injected so that the clogging of the filter 13 can be solved.

    • PROBLEM TO BE SOLVED: To realize the effective utilization of old newspapers and old magazines by a method wherein uniform powder, in which respective powder or granular material of paper and of resin are agitated and mixed with a mixer through convection or diffusion, is put in a mold and then compressed or sintered under the state being dried for pelletizing. SOLUTION: Recovered old newspapers, old magazines and the like are finely fractionized with a crusher such as a shredder or the like so as to produce powder having object particle diameter with various crushers such as compression crushing mold, a shear crushing mold or the like as objects demand and is dried. A resin is also powdered and dissolved in a solvent and, after being agitated through vacuum drying, cooled and solidified and finally crushed to pieces each having a predetermined size. Respective powders of the paper and of the resin 3 and 2 are agitated under dried state so as to form a uniform concentration in order to be put in a mold and cold compressed in a state without contacting with the air and, according to circumstances, sintered at the temperature lower than the melting point of the resin, resulting in obtaining pellets 1 or further producing various products. By further mixing compound including nitrogen, phosphor, potassium or the like with pellets 1 consisting of the powder 3 of the paper and the powder 2 of a polyethylene, the resultant pellets can also be effectively utilized as an agricultural fertilizer.
