    • PROBLEM TO BE SOLVED: To increase the strength of a reinforcing section sufficiently, and to inhibit the displacement of a peripheral bedrock at a small value at the time of tunnelling by inserting a rod for high-pressure injection from the internal surface of a pilot heading in the bedrock up to specified depth and forming an improved body within an approximately tunnelling predetermined range by injecting cement milk at high pressure. SOLUTION: The pilot heading 12 is excavated in a bedrock 11 prior to the excavation of a tunnel 10, a plurality of rods 13 for high-pressure injection are inserted at regular intervals until the rods 13 reach sections corresponding to the side section and upper section of the tunnel 10 from the internal surface of the pilot heading 12, and cement milk 14 is injected at high pressure in the radial direction of the tunnel from nozzle holes at the front end sections of the rods 13 for high-pressure injection.
