      SOLUTION: This moisture-proof decorative sheet provided with a moisture-proof layer containing a synthetic resin in the substrate base paper, contains titanium dioxide as a filler in the base material paper. The moisture-proof decorative sheet has 1-15 mass% titanium dioxide based on absolutely dried pulp mass in the base material paper. The moisture-proof decorative sheet has 0.5-3 mass% polyacrylamide-based paper-strengthening agent based on the absolutely dried pulp mass in the base material paper. The moisture-proof decorative paper has an Oken type smoothness of the moisture-proof layer of 200 sec or more. The moisture-proof decorative sheet contains an inorganic layered compound in the moisture-proof layer. The decorative plate is provided by pasting the moisture-proof decorative sheet with a wood-based board.
