The communication opposite party number TN outputted from the control line 59 is outputted to the central control unit, etc., of a communication network or an exchange and a communication is set.

    • PURPOSE:To eliminate the need of providing a centralized control center and to construct a communication network by notifying an exchanger on the calling side of regulation information by means by the backword of a call, performing a regulation control and utilizing the feedback control of the exchange on the calling side and on the receiving side. CONSTITUTION:The device consists of a call processing module 101, a congestion detection module 102, a regulation control module 103 and interfaces 104 and 105 between the modules. The congestion control system adopts a decentralized control system. When the congestion is detected, the exchanger on the calling side is notified of the regulation information and actuated, and the change of a regulation amount in the congestion exchanger and the exchanger on the calling side are automatically performed by means of the feedback control, and accordingly, the traffic control is enabled quickly and efficiently. Since a congestion control center is not required, the necessity for the center facilities and their operation management is eliminated and thus, econimical traffic congestion control having econimical efficiency can be enabled.

CONSTITUTION:An entire control part 11 applies a line design technology to calculate the symmetry value of the line from the on-line regulation information and routine information, and to perform the line setting at real time. For example, when a regulation control part 13 performs the regulation start by detecting the congestion against a certain route, the entire control part 11 collects the routine information from a routine control part 12, synthetically deciding them from the other traffic data, network construction, etc., delivering the command to a line setting control part 14 to allocate an empty line to the route under the congestion, and the line setting control part 14 performs a new line setting at the real time. When the line is out of order, a control exchanging the lines by searching the line to the other route with less traffic is performed. Thus, the line setting according to the traffic can be performed.

CONSTITUTION:When a call kind 1 of a call connection 1 section 1 requires to acquire the resource, the call connection section 1 outputs a call kind (i) to a control line 21, number of use of resources ni of each call kind to a control line 22 and an idle resource number X to a control line 23 respectively. Upon the receipt of call kind (i) and the number of use of resources ni of each call kind, a function calculation circuit 11 calculates the holding number Ri of a call kind (i) according to the programmed function fi in advance and outputs the result to the control line 24. A comparator circuit 12 compares the idle resource number with the holding number Ri and brings the level of the control line 25 to logical '1' in the case of X>Ri and the level of the control line 25 to logical '0' in other cases. The call connection section 1 applies acquisition of resource to the said call.

The traffic congestion control center 11 judges it as subscriber congestion with respect to the subscriber 2, and sets 509-9900 that is the representative subscriber number and the slave number 509-9800 to 9855 as regulation numbers to control the congestion of the subscriber 2, and also, sets the common high-order number 509-9 of those regulation numbers as the regulation candidate number. Furthermore, the quantity of regulation is decided, and the regulation information are sent to the regulation control data base 12 via a data link 17.
