A gear 23 and ratchet teeth 26 are formed on the main shaft 15, and a gear 32 of a winding shaft 33 is meshed with the gear 23. A plurality of ratchet teeth 39 of a pair of stop pieces 40 and 41 are meshed with the ratchet teeth of the main shaft. When the stop pieces are alternately moved by a rewinding shaft, the torsion coil spring is rewound by a very small amount.
