    • PROBLEM TO BE SOLVED: To realize an optical communication network which has high mounting density, high mass-productivity, and higher performance. SOLUTION: On a flat substrate 1, a 1st monitoring optical waveguide 3 which crosses a linear main optical waveguide 2 and a 2nd monitoring optical waveguide 4 at an angle 2α is formed. At the intersection part of the main optical waveguide 2 and 1st monitoring optical waveguide 3, a filter insertion groove 5 which is perpendicular to the substrate 1 is formed. Into the filter insertion groove 5, an optical filter 6 for tapping monitor light from the main optical waveguide 2 is inserted so as to meet a reflecting surface of the 1st monitoring optical waveguide 3. In the intersection part of the 1st monitoring optical waveguide 3 and 2nd monitoring optical waveguide 4, a monitor light reflecting groove 8 is digged deeply enough to reach the substrate 1 and one wall surface which constitutes the groove 8 and is perpendicular to the substrate 1 is such a reflecting surface that both the optical waveguides 3 and 4 satisfy the relation of an incidence/reflection angle α at the intersection part.
