SOLUTION: A steam accumulator 30 is arranged in order to recover heat for effective use which was wastefully discharged in a conventional power generation plant, while keeping main steam pressure within a specified range even under an operation condition of high load fluctuation ratio. When a bypass valve 15 is opened, high-temperature/pressure steam in a main steam piping 11 is supplied to a steam accumulator 30, and accumulated therein. Water of about 30 deg.C which is liquefied by a condenser pump 19 is supplied to the steam accumulator 30. In the steam accumulator 30, the upper gaseous layer is composed of steam, while the lower liquid layer is composed of water. The steam accumulated in the steam accumulator 30 is utilized as process steam 18 or for heating water in a low pressure water supply heater 20.

Since, after repair of trip, a furnace top pressure recovery turbine 6 is started by means of blast furnace gas freed from dust and purified by a dry type dust collector and having high energy, recovery efficiency of fed energy is improved.
