    • PURPOSE:To suppress the increase of quantizing noises, by selecting plural quantizing characteristics by detecting not only the occupied ratio of a buffer memory but also the increasing ratio of the memory and fine quantizing characteristics when those ratios are lower than prescribed values. CONSTITUTION:Inputted TV signals are temporarily stored in a buffer memory 4 after they are converted into PCM signals by an A/D converter 1 and encoded in terms of difference at a difference encoder 2, and then, encoded in terms of variable length by a variable length encoder 3. The content of the memory 4 is read out at a speed corresponding to the transmitting bit rate and sent out to a transmission line. On the other hand, it is arranged that the difference encoder 2 can be switched in terms of the quantizing characteristic depending on the occupied ratio and increased ratio of the buffer memory 4, and therfore, a control signal for selecting quantizing characteristics is impressed upon the difference encoder 2 from the memory 4. Therefore, the information generating quantity of the output of the encoder is controlled.

    • PURPOSE:To prevent discontinuance of signals by sending out input signals to plural transmission lines in the unit of group after they are difference-encoded and continuing the decoding of the encoded signals by using previous groups or other groups even when signal discontinuance or error occurs in the course of sending out. CONSTITUTION:Input signals IN are AD-converted 1 and disassembled into groups by making difference-encoding 2 on them. The signals are inputted into line interfaces 3 and 4 in the unit of group through plural transmission lines and sent out to transmission lines 5 and 6 after a line synchronizing signal is added to each group. At a decoding section signals of each transmission line 5 and 6 are impressed upon line interfaces 7 and 8 and decoded signals are obtained by means of a difference decoder 9 after extracting picture data and checking errors in the transmission line. When an error is detected, the difference decoder 9 prevents discontinuance of signals by switching the interfaces 7 and 8 or again using previous groups and continues its decoding operation. Therefore, signals are not discontinued completey although they are deteriorated more or less. This transmission system is ideal for the transmission of TV signals and sound signals.

    • PURPOSE:To prevent color deterioration of a still picture at a frame switching point of time by connecting >=1 phase shifter to an oscillator and selectively outputting an adequate phase shifter output, and thus obtaining a signal for color demodulation. CONSTITUTION:A phase difference circuit 41 obtains a subcarrier signal from an input signal 5 and a synchronizing signal 7, and outputs a control signal 49 which corresponds to the phase difference between said signal and the output signal 6 of a switch 44. This signal 49 is supplied to an oscillator 43. The output signal of the oscillator 43 is supplied through phase shifters 45 and 46 to obtain a 0 radian and a pi radian phase shift, and the outputs 47 and 48 of the phase shifters 45 and 46 are sent out selectively through the switch 44. The switch 44 outputs the outputs of the phase shifters 45 and 46 selectively in turns by using frame synchronizing pulses in the synchronizing signal 7. The output of the switch 44 is supplied as a signal 6 for color demodulation to a color demodulator which is not shown in the figure. Thus, color deterioration of a still picture at a frame switching point of time is prevented.

    • PURPOSE:To obtain an output which stably follows an input varied within a range decided in advance, by providing a phase shifter for providing a fixed phase displacement to an oscillator output, and a switching device for selecting the nearest signal to phase of an input AC signal, in its phase shifter output and the oscillator output. CONSTITUTION:A phase difference of a subcarrier in a color burst period of an input signal from an input terminal 51, and an output of a switching device 56 is derived by a phase difference circuit 52 and is smoothed by a filter 53. By an output of this filter 53, oscillation frequency of an oscillator 54 is controlled so that an output of the circuit 52 becomes zero. Also, information of the color burst period is provided to the circuit 52 by a synchronizing signal from an input terminal 59, an output of the oscillator 54 is inputted to the switching device 56 and a phase shifter 55, and a phase value of + pi radian is provided by the phase shifter 55. Subsequently, in the switching device 56, the input subcarrier, an output of the oscillator 54 and an output of the phase shifter 55 are compared as to each phase, a signal being near the input subcarrier is selected, is supplied to the circuit 52, and simultaneously is outputted as an output of a phase synchronizing oscillator from an output terminal 58.
