    • PROBLEM TO BE SOLVED: To provide a heating-medium heater that enhances heat-transfer performance and cab surely seal peripheries of communication holes of inlet/outlet headers of a flat heat-exchanger tube by liquid gaskets, and an air conditioner for a vehicle including the same.SOLUTION: The heating-medium heater is configured as follows. A plurality of flat heat-exchanger tubes 17 are stacked via liquid gaskets 26 sealing the peripheries of communication holes 24, 25 of an inlet header 22 and an outlet header 23. Each PTC heater is incorporated between flat tubes 20. In that state, each flat heat-exchanger tube 17 and each PTC heater are tightly adhered to each other by a heat-exchanger pressing member. Two pairs of burrings 29, 30 and 31, 32 fitted to each other are provided around the communication holes 24, 25 of the inlet header 22 and the outlet header 23 of the flat heat-exchanger tube 17. The pair of burrings forms a liquid-gasket reservoir in which the liquid gasket 26 is not directly exposed to a flow of a heat medium and is brought into contact with air.
