      CONSTITUTION: A generator 2 is driven and a steam compressor 4 is operated by the electrically thereof through a motor 3. A motor 5 is driven to operate a raw solution recirculation pump 6 and a raw solution 15 is flowed into a heat exchanger 7 by a raw solution recirculation pump 6 to be raised in its temp. and evaporated while the generated steam 8 is introduced into the compressor 4 to be compressed to form steam 9 raised in its enthalpy and this steam 9 is used as the heating medium of the heat exchanger 7 to heat the raw solution in the heat exchanger 7. A part 12 of the residual solution after the generation of steam 8 is returned to the tank of the raw solution from the heat exchanger and the other part thereof is recirculated to the recirculation pump 6. Hot exhaust gas 13 by an engine 1 at this time is directly introduced into the heat exchanger 7.

The exhaust gas 6 of an internal combustion engine 1 is guided to the pipeline 20 around the heat receiving part B of the heat pipe of the heat exchanger 15 using the heat pipe 16 in an exhaust gas flow passage 17 to be used in the heat exchange with raw water 0.

Further, the exhaust gas passage in the heat exchanger 7 is provided with an NH3 introducing portion 13 through which NH3 is introduced from an NH3 bomb through an NH3 pressure adjusting valve 15 and an NH3 flow rate control valve 5. In response to a map or the like to be set according to output of an exhaust gas sensor of the engine or an engine operating state, the air pressure controller 8 is controlled, whereby the gas mixture of an optional excess air factor is fed to the engine.
